PGT-UPMASA joint medical, dental, surgical mission a huge success

THE joint medical, dental and surgical mission undertaken by the Provincial Government of Tarlac (PGT) and the UPMASA (University of the Philippines Medical Alumni Society in America) last January 29 to 31 was a huge success as Tarlaqueños were able to avail of the free services at the Tarlac Provincial Hospital.

The three-day mission, a collaboration between the PGT, UPMASA and the Ugnayan ng Pahinungod Manila was able evaluate and treat underserved patients of the province.

One thousand beneficiaries were able to avail of the medical services through check-up, medications and diagnostics, 300 were provided dental services including assessment and tooth extractions, 150 underwent minor surgeries in a variety of cases and 60 Tarlaqueños availed of major surgeries in a variety of cases.

Major surgeries undertaken were Thyroidectomy, Fistulectomy, Open Cholecystectomy, Herniotomy, Herniorrhaphy, Hemorrhoidectomy, Abdominal Perineal Operation (APR), Mastectomy, Soft Tissue Tumor (skin cancers and lesions, etc.), OB-GYN cases (ovarian cyst, fibro tumors, vaginal prolapse), Uncomplicated orthopedic cases and Cleft Lip while minor surgical cases include lumps and bumps. CBC, Chest X-ray, ECG were likewise performed.

UPMASA is composed of 62 delegates while Ugnayan ng Pahinungod Manila has 43 delegates. Pediatrician, Anesthesiologist, Dentist, Thoracic Surgeon, OB-Gyne, Otolaryngologist, Neurologist, Plastic Surgeon Psychologist, Cardiologist, Medical Technologist, Dental Technician, Radiologist and Nurses were among the specialist in the mission.—Arvin F. 45th Tarlac Scout Jamboree to be held at TRP

THE 45th Tarlac Council Scout Jamboree that will be joined by more or less 7,000 Kid, Kab, Boy, Senior and Rover scouts will be held at the Jose V. Yap Sports and Recreational Park (formerly known as the TRP) from January 29 to February 2.

Themed “Tarlac Council: Atin ‘to”, the scheduled program of activities for the jamboree offers a wide variety of fun and outdoor games and activities aimed at keeping scouts busy and preoccupied with a blend of physical, social, intellectual, emotional and spiritual activities and also for the participants to undertake high-adventure activities.

Lined-up activities include the general assembly and grand parade of delegates, grand opening ceremony, cam chief’s welcome night, Kid and Kap Scouts Day Jamboree Fiesta, fancy drills competition, Ginoo at Binibining BSP Tarlac, camaraderie lunch, fellowship dinner, Masiklaban Youth jamboree concert, sub-camp campfire, Little Mr. BSP Tarlac Council and the grand campfire and closing ceremonies.

In Governor Susan Yap’s message, she said that, “The Boy Scout of the Philippines have been our constant common ground and avenue to connect with each other in spirit of resiliency and shared responsibility. This 2024, we celebrate the 45th Tarlac Council Scout Jamboree and as camp chief, it is my pleasure to invite each member and participants to join us as we prepared activities that will surely leave an unforgettable mark in our lives as proud scouts and leaders,” she said.

The governor added, “Joining the Tarlac Council Scout Jamboree, indeed is the best way to start the new year. See you all at the Jose V. Yap Sports and Recreational Park in San Jose on January 29 to February 2. Ang Boy Scout—laging handa.”

Balmores takes oath as Pura Mayor

Vice Mayor John Paul Balmores took his oath of office as the new Pura mayor before Governor Susan Yap at the Tarlac provincial capitol last January 28.

Balmores replaced erstwhile mayor Freddie Domingo who passed-away on January 5 due to an illness.

Councilor Bernabe Idmilao and Pedro Domingo Jr. likewise took their oath of office before the governor as the new Pura town vice mayor and councilor respectively.

Based on the Local Government Code, the vice mayor automatically assumes the mayoralty post once the local chief executive dies and only has to take his oath of office before the governor of the province.

The first councilor of the Sangguniang Bayan will then assume the vice mayoralty post and the vacant councilor position will come from the political party of the late mayor as recommended by the party chairperson.@

New Clark City to host int’l hot air balloon festival in February

CLARK FREEPORT, Pampanga—The New Clark City (NCC) in Capas town, Tarlac province will be the home of the Philippine International Hot Air Balloon Fiesta (PIHABF) for five years starting on Feb. 16-18, officials said.

The PIHABF, now in its 24th year and formerly held outside the Clark International Airport here, is expected to “make the NCC a very pleasurable destination for families,” said Joshua Bingcang, president and chief executive officer of the Bases Conversion and Development Authority (BCDA), in the news forum of the Pampanga Press Club at the Swissotel here on Tuesday.

The NCC is a city being developed by the BCDA on about 10,000 hectares of former military base land in the rolling hills of Capas.

Tarlac Gov. Susan Yap said the police and business sector in the province have been prepared to host the event at NCC’s Stadium and Aquatic center.

Economic returns are expected to be generated from more or less 120,000 spectators daily, according to businessman Rene Romero, the lead organizer of balloons’ chase teams for the Land Rover Club of the Philippines.

More than 20 hot air balloonists from various countries, an aerobatics team from England and skydivers are among the participants in the three-day event, according to Filipino aviator Capt. Joy Roa of Asian Air Safari, PIHABF main organizer.

Cargo mover FedEx helped bring in the balloons while Hann signed in as a major sponsor.

Roa said PIHABF would also host an international drone race, with Defense Secretary Gilbert Teodoro committing units of the Armed Forces of the Philippines to fly their planes during the event. Musical bands are set to play every night.

Bingcang said the Airport Road and Bridge leading to the NCC are ready to open late this January. All six lanes can be accessed via the Mabalacat City gate and Clark-Angeles-Mabalacat Road. At the Subic-Clark-Tarlac Expressway, the NCC can be reached via the Concepcion Exit. Via the MacArthur Highway, the NCC can be approached through the Capas War Monument.—Tonette T. Orejas/PDI

Tarlac to host CLRAA ‘24

THE Province of Tarlac will host the Central Luzon Regional Athletic Association (CLRAA) competition slated on April 27 to May 3.

In a Technical Working Group meeting between the Provincial Government of Tarlac and the Department of Education-Tarlac Province held at the White Hall of the Schools Division Office last January 11, working committees were created and committee chairpersons were identified for the regional athletic meet.

The venue for the opening program is initially set either at the News Clark City Athletic Stadium in Capas or at the Jose V. Yap Sports and Recreational Park in San Jose.

The sports events include Archery, Arnis, Athletics, Badminton, Baseball, Basketball, Basketball 3×3, Billiards, Boxing, Chess, Dancesport, Football, Futsal, Gymnastics, Paragames, Sepak Takraw, Softball, Swimming, Tennis, Table Tennis, Taekwondo, Volleyball, Wrestling, and Wushu.

The participants in the Regional Meet shall be elementary and secondary (both junior and senior high school learners) athletes from public and private schools who participated in the local meets (Cluster, District, and Division Meets).

The regional athletic meet is in preparation for the Pre-National Qualifying Meet, an additional tier before the conduct of the Palarong Pambansa. The Pre-National Qualifying Meet aims to lessen the number of delegations, shorten the duration of the event, and lower the expenses to be incurred—all without sacrificing the level of play.

“Tarlac province is delighted to hold the CLRAA once again after more than 15 years. Our students who excel in various sports activities will be given the opportunity to further improve their skills and discipline relative to their respective sports category,” Tarlac Governor Susan Yap said.

Gov. Susan receives ‘Gawad Katig’ award from DepEd

THE Department of Education (DepEd) conferred to Tarlac Governor Susan Yap the Regional Gawad Katig Award in a ceremony held on December 19 at the Hacienda Gracia Resort and Hotel in Lubao, Pampanga.

The Gawad Katig (Katuwang sa Tgaumpay para sa Isang hanGaring de Kalidad an Edukasyon) is in appreciation of Gov. Yap’s unwavering dedication and relevant support as an education partner in the realization of DepEd’s MATATAG agenda.

It is aimed to recognize the extraordinary acts, support and commitment of the DepEd’s Region III LGU and non-governmental organization partners and to give appreciation to all schools who exemplify their partnership and collaboration with the stakeholders to address learning resource needs of public schools.

Some of the most notable projects of Gov. Yap under her administration’s “Edukasyon Muna” program in support to quality education are her scholarship programs, learning kits distribution, school building constructions, internet installation to far-flung areas of the province, to name just a few.—PIO

PGT gets commendation, recognition from DILG III

THE Provincial Government of Tarlac received certificates of commendation and recognition from the Department of the Interior and Local Government (DILG) Region III in a simultaneous ceremony held last December 19 at the Widus Hotel, Clark Freeport Zone, Pampanga.

            Three certificates of recognition were received by the PGT for its invaluable support and assistance during the conduct of Component 1: Foundation Course-Dynamics of Local Governance-55th Batch Apprenticeship Program held on July 20 and 21, 2023; for its exceptional commitment and unwavering dedication to safeguarding the rights of every child within the purview of local governance and for its outstanding dedication in combatting trafficking in person and addressing violence against women and children within the community.

The DILG Regional Office likewise bestowed to the province a certificate of commendation for setting the bar of excellence in Local Government Units performance as manifested by the attainment of the coveted 2023 Seal of Good Local Governance.—PIO

DILG confers SGLG to PG-Tarlac

THE Department of the Interior and Local Government (DILG) conferred to the Provincial Government of Tarlac the prestigious 2023 Seal of Good Local Governance (SGLG) and to 16 other Tarlac Local Government Units (LGUs) in recognition of their commitment to efficient leadership and outstanding public service in a ceremony held at the Manila Hotel, morning of December 14.

DILG Secretary Benhur Abalos congratulated the province and its 16 LGUs including the 476 other provinces, cities and municipalities for meeting the stringent criteria for this year’s assessment.

“Pagbati sa ating 2023 SGLG awardees! Tunay na kahanga-hanga ang inyong tagumpay dahil mas mahigpit ang ating batayan sa pagsusuri sa mga pamahalaang lokal ngayong taon.  Keep up the good work!” he said.

Enacted through Republic Act No. 11292 or “The Seal of Good Local Governance Act of 2019,” is an institutionalized award, incentive, honor and recognition-based program that encourages LGUs’ commitment to continuously progress and improve their performance along various governance areas.

Of the 493 SGLG awardees, 28 are provinces, 64 cities, and 401 municipalities.

Governor Susan Yap, Vice Governor Carlito David and Tarlac DILG Provincial Director Armi Bactad received the award for the province.

Tarlac city and the municipalities of Anao, Camiling, Capas, Concepcion, Gerona, La Paz, Mayantoc, Moncada, Paniqui, Pura, Ramos, San Clemente, San Manuel, Sta. Ignacia, and Victoria likewise received their respective SGLG awards from Abalos.

A total of 22 LGU awardees for this year are seven-time passers, including the municipality of Victoria, as they were able to sustain their good performance and drive for local reforms since 2015 when the SGLG was first conferred. Tarlac province received its sixth award.

This year, 94 LGUs also entered the circle of awardees for the first time.

Emphasizing the progressive nature of SGLG, the DILG Secretary highlighted the upgraded performance measures, focusing on outcome-oriented efforts to address current challenges in local administration and public service delivery.

“We are now gauging outcome-oriented efforts of the LGUs instead of just their outputs. Dito natin makikita kung may epekto ba talaga ang mga ginagawa ng LGUs sa kanilang mga komunidad,” Abalos said.

For her part, Gov. Yap thanked the DILD and praised all the department heads and employees of the provincial government for the award.

“Thank you to the DILG for recognizing our efforts…we achieved this prestigious award because of the dedication and untiring efforts of all our provincial government department heads and employees…congratulations also to our 15 municipalities and lone city for being SGLG awardees too,” Gov. Yap said.

To receive the SGLG award, LGUs must pass the assessment criteria across various governance areas, namely: financial administration; disaster preparedness; social protection and sensitivity.

Tarlac bags 6 awards in CLEXAH rites

THE Province of Tarlac and the Tarlac Provincial Hospital (TPH) bagged six major awards during the 9th Central Luzon Excellence Awards for Health (CLExAH) 2023 last December 1 at the ceremony held at the Kingsborough International Convention Center in the City of San Fernando in Pampanga.

Tarlac received the Excellence Award on UHC Implementation, Outstanding Performance in 2022 LGU Health Scoreboard, Excellence Award in Public Health Program Implementation for LGUs, Top Performing Province in Measles Rubella Supplemental Immunization Activity and MNCHN-RH Champion (Bronze) Provincial Category while the Tarlac Provincial Hospital was awarded the Four-Star Green and Safe Government Hospital.

Governor Susan Yap who received the awards congratulated the Provincial Health Office (PHO) and the TPH for their efforts in bagging the awards.

“Congratulations to the province of Tarlac, the Provincial Health Office headed by Dr. Jeanette Lazatin and the TPH headed by Dr. Maita Rigor for bagging these major awards from the Department of Health (DoH). Our aim of providing quality healthcare to our fellow Tarlaqueños paid-off,” Gov. Yap said.

The awards are given to Central Luzon provinces who brave the challenges and being a model for pro-activeness, health system thinking and sustainable health system.

Last year, Tarlac received the Excellence Award on Universal Health Care (UHC) Implementation, COVID HERO (Hospital Excellence in Response Outbreak), National Hospital Star Awardee, COVID-19 Response Excellence Award and Outstanding Performance in 2021 LGU (Local Government Unit) Health Scorecard while also being recognized for being the Most Consistent Province and Best Supportive Supervision—a special award for COVID-19 Vaccination.

CLEXAH is an annual health awards in Central Luzon that honors and recognizes efficiency and reliability of health service providers in ensuring the quality of service rendered to the people in their respective provinces.

Yap leads lighting of X’Mas decors at capitol, MC Park

THE yuletide season is already here in Tarlac province as Governor Susan Yap, together with other provincial officials led the lighting of the 35-foot high Christmas Tree, Belen and the decors at the façade of the capitol building and at the Maria Cristina Park, evening of December 1.

The lighting, witnessed by a jam-packed crowd, was also the judging of the 7th Parol Making Contest participated in by the different Tarlac Local Government Units (LGUs) and private entities.

In Gov. Yap’s message, she said that Tarlaqueños can now feel the Christmas season and likewise invited all those who would like to see a different Christmas atmosphere to visit the Maria Christina Park.

“Sobrang enjoy akong makita ang nagniningning na Tarlac! Ramdam na ramdam ko na ang diwa ng Pasko sa plaigid. Salamat sa pagdalo ninyong lahat,” Gov. Yap said.

The municipality of Victoria was adjudged winner of the Parol Making Contest with San Jose and Ramos placing second and third respectively. The parol entry of the municipality of Sta. Ignacia won the Governor’s Choice award. Victoria won a cash prize of P50,000 while San Jose received P40,000 and Ramos P30,000. Sta. Ignacia also received P30,000. Consolation prize of P15,000 were awarded to all those who participated.

Parol Making Contest judges are National Historical Commission Commissioner Professor Lino Dizon, popular giant lantern maker Arvin Quiwa, Tarlac Police Provincial Director P/Col. Erwin Sanque and Tarlac City Councilor Pee Jay Basangan.

Also attending the event are Vice Governor Carlito David, Congressmen Jaime Cojuangco (first district) and Christian Tell Yap (second district), Board Members Joy Gilbert Lamorena, Danilo Asiaten, Christopher delos Reyes, Harmes Sembrano, Henry Cruz, Joselito Capitulo, Christine Dizon and Jude Joseph David, Mayors Rex Villa Agustin (Victoria) and Romeo Capitulo (San Jose), Vice Mayors Venus Razalan (Mayantoc), Riza Eugenio (San Jose), Nathaniel Tan (Sta.
