GSY Basketball Tournament Underway

THE 5th Governor Susan A. Yap Inter-Department Basketball Tournament got underway last August 30 at the Tarlac State University Gymnasium with Governor Susan Yap making the ceremonial toss of the game between the Provincial Information Office-Civil Security Unit (PIO-CSU) basketball team and the Provincial Administrator’s Office (PA) team.

The basketball tournament is part of the participation of the Provincial Government of Tarlac to the 122nd founding anniversary of the Civil Service Commission. The entire month of September is commemorated as the “Civil Service Month.”

In Gov. Yap’s message, she said that the purpose of the basketball tournament is to foster camaraderie among employees.

“Maganda ang turn-out sa tournament na ito. We are here today to foster camaraderie and sportsmanship among employees. Play your best at sana walang magkakasakitan at pikunan.,” Gov. Yap said.

She likewise urged employees to watch the games and cheer for their teams.

“Suportahan ninyo ang mga teams ninyo para maging masaya ang ating tournament,” she said.

There are 10 participating departments in this year’s tournament. Aside from the PIO-CSU and PA teams, the Provincial Veterinary Office (Vet), Provincial Governor’s Office (PGO), Provincial Equipment Pool Office (PEPO), Provincial Engineer’s Office (PEO), Provincial General Services Office (PGSO), Vice Governor’s Office (VG), Provincial Composite Task Force (Task Force) and the Tarlac Provincial Jail (Jailers) are likewise included in the basketball tournament.

Board Members Harmes Sembrano and Christine Dizon also delivered their inspirational messages.

Others who were present during the opening ceremony were Board Member Joy Gilbert Lamorena, Gerona Councilor Holden Sembrano and some capitol department heads.

The mascot of the Philippine Basketball Association team Converge Fiber Xers paraded with the PIO-CSU team as Converge is one of the major sponsors of the team.

In the first games played on August 29, the PGO team defeated the Task Force team 82 to 52, PGSO won over Vet 59 to 52 while the VG office edged PEO, 46 to 44.

PIO-CSU bludgeoned PA by 34 points, 39 to 73

The basketball tournament will last until September 28.

Gov. Yap Honors Tarlac Beauties

GOVERNOR Susan Yap gave honor to newly crowned Miss Earth Philippines 2022 queen Jenny Ramp, Miss Bikini Philippines 2022 winner Zeah Nestle Pala and Binibining Pilipinas 2022 Top 12 finalist Jasmine Omay last August 30.

Homecoming parade bestowed to Jenny Ramp, Zeah Nestle Pala, Jasmine Omay

A homecoming parade that kicked-off at the provincial capitol that pass through the main streets of Tarlac City and culminated at the Diwa ng Tarlac where Gov. Yap gave the three Tarlaqueña beauties trophies of recognition.

Ramp, a Filipino-American model and a psychology student and Pala, a Bachelor of Arts in English graduate placed third and second runners-up respectively while Omay, a model and host and a graduate of Bachelor of Business Administration was crowned Kanlahi Queen in the 6th edition of the Binibining KanLahi held last March. Ramp is from Sta. Ignacia, Pala is a native of Camiling and Omay is from Tarlac City.

Gov. Yap said that 2022 was a pleasant year for Tarlaqueña beauties as Tarlac has become an emerging beauty capital of the Philippines.

“It was a pleasant year, wow, three beauties making it to the national scene. You brought much pride to Tarlac. Our province has emerged as the new beauty capital of the Philippines,” Gov. Yap said.

She likewise urged the three to continue to inspire others.

“Please continue to inspire others and be an epitome of a Filipina woman, caring for our communities, caring for our loved ones and caring for our province…I wish you all the best and I am sure that whatever you seek in the future will be fulfilled,” Gov. Yap furthered.

The Sangguniang Panlalawigan passed a resolution congratulating Ramp for being crowned Miss Earth Philippines 2022 and was presented by Board Members Joy Gilbert Lamorena, Harmes Sembrano and Christine Dizon.,

In a press conference, Ramp, Pala and Omay thanked the support given to them by the provincial government of Tarlac and their respective local governments.

“Our province is being recognized as the emerging beauty capital of the country! Mabuhay ang Tarlac!” Ramp said.

“We owe our success in national pageants to our local government, province mates and supporters,” said Omay.

While Pala said, “It really takes a province to make a beauty queen.”

Binibining Pilipinas Globe 2017 Nelda Ibe, also a Tarlac City native, previously made a big splash when she placed first runner-up at the Miss Globe competition in Albania. Another Tarlac City resident—transwoman Kevin Balot likewise won the Miss International Queen in early 2020 in Thailand.

Ramp is preparing for the Miss Earth 2022 global competition in Manila this November.

SGLG National Validation in Tarlac Wraps Up

THE Provincial Government of Tarlac underwent the national level of validation for the 2022 Seal of Good Local Governance (SGLG).

SGLG is DILG’s most prestigious award given to a Local Government Units (LGUs) that exhibited exemplary and innovative local governance practices. Now on its third run, it aims to inculcate good local governance among LGUs and give recognition for those which consistently strive to upscale services extended to their constituents.

Representatives from the DILG Central Office-Bureau of Local Government Supervision (BLGS) led the conduct of the SGLG national validation held on August 23. The national validators were accompanied by DILG-Provincial Director Armi Bactad.

The SGLG national validation is conducted in LGUs that have passed the regional level of validation or deemed as ‘potential passers’ of the Seal. Data from the regional level of validation collected through the SGLG data capture forms (DCF) undergo another level of reevaluation in the national level.

The national validation team visited the Provincial Capitol, Provincial Disaster Risk Reduction and Management Office and Operation Center and the Provincial Evacuation Center.

Governor Susan Yap, in her message read by Board Member Romeo Evangelista Jr., she acknowledged the presence of the validators.

“I would like to thank all national validators together with the DILG family in general for guiding the province throughout the process and ensuring that we push everybody to be at its best recognizing our honest public service that gives recognition to performance, accountability, transparency and people’s participation,” the governor said.

Gov. Yap likewise said that the province wants to be part of the SGLG provincial awardees this year.

“We have to secure our government processes and public service in its highest efficiency, courtesy, and fast service delivery. All of you present here has a significant role in enabling expansion of harmonious cooperation towards our success and development to collaborate for Tarlac to be SGLG—Passer for 2022,” Gov. Yap said in her message.

Results of the national validation will be presented to the National Quality Committee for vetting, prior to its endorsement to the DILG Secretary and Undersecretary for Local Government for its conferment.

Tarlac province has won the SGLG award in 2015 and 2016 under then Governor Victor Yap and 2018 and 2019 under Gov. Yap.

LPP Officers Take Oath

PRESIDENT Ferdinand “BongBong” Marcos Jr. administered the oath of office of the newly elected officers of the League of Provinces of the Philippines (LPP) at Malacañan Palace during the league’s courtesy call to the president, August 11.

Taking their oath of office were LPP National President South Cotabato Gov. Reynaldo Tamayo Jr., National Chairman-Quirino Gov. Dakila Carlo Cua, Executive Vice President-Tarlac Gov. Susan Yap, Vice Presidents for Luzon-Bataan Gov. Jose Enrique Garcia III and Oriental Mindoro Gov. Humerlito Dolor, Vice President for Visayas-Aklan Gov. Jose Enrique Miraflores, Vice President for Mindanao-Lanao del Norte-Gov. Imelda Dimaporo and Secretary-General-Camiguin Gov. Jesus Xavier Romualdo.

Also taking their respective oaths were the Regional Chairpersons and Board Members-at-Large.

In her Facebook post, Gov. Yap said that she is honored to take her oath before President Marcos.

“It’s an honor to have had the League of Governors oath taking at Malacañan Palace, headed , of course, by President BongBong Marcos. Congratulations to all of our LPP officers! As the Executive Vice President, I look forward to working with all of you in developing more ways to serve the Filipino people. Mabuhay po tayong lahat,” Gov. Yap posted.

LPP Support For Marcos Admin

The officials of the LPP has expressed their full support for the programs and projects of the new administration of President Ferdinand “Bongbong” R. Marcos Jr.

Gov. Yap said that the league will express its support and trust in the programs and projects of the national government.

“Whatever laws that the national [government] passes, it’s useless if us in the LGU does not cooperate…because the bottom line is, we at the local government will implement all national policies,” she said.

Garcia added, “We fully agree with the commitments made by our president…the importance of coordination, communication, and unity between local and national governments.”

Marcos Jr. got a “landslide” victory in Tarlac and Bataan in the last May 9 elections.

Improved Coordination on Food Supply

President Marcos stressed the need for better coordination mechanisms between the national and local governments in the area of food supply.

Marcos highlighted the importance of planning, saying it will give the idea of a province’s cropping schedules, yield, soil problems, and use of fertilizer.

“We have to coordinate our efforts on food supply. We cannot just allow bahala na kayo,” he said.

“But this has to be part of a plan, and that is why, more than ever, the President needs the help of the governors. Because dati, ang agriculture, for example, is really under the national government,” he added.

The President also directed all concerned government agencies to strengthen their coordination in the field of digitalization, a program also highlighted in his SONA.

Gov. SY Leads Brgy Hall, Covered Court Blessing

GOVERNOR Susan Yap and second district Representative Christian Tell Yap led the inauguration and blessing of the newly constructed barangay hall and covered court in Balbaloto and Bangar in Victoria town, August 12.

Victoria Mayor Rex Villa Agustin, together with the Victoria Sangguniang Bayan led by Vice Mayor Tani Guiam and officials of both barangays Bangar and Balbaloto were present during the twin inauguration.

In Gov. Yap’s social media post, she said that she was excited to open the new barangay hall and covered court in Victoria.

“Excited po kaming opisyal nang buksan ang mga bagong barangay hall at covered court ng Brgy. Balbaloto at Brgy. Bangar. Syempre nag-basketball na rin muna tayo for quality assurance,” she said.

The governor likewise thanked her brother, former Congressman Victor Yap for his assistance in the construction of the barangay hall and covered court.

“Maraming salamat rin kay former Congressman Victor Yap sa pagtugon sa mga pangangailangang imprastraktura ng ating mga barangay! Nawa’y mapakinabangan po ito nang lubos ng ating mga ka-barangay,” Gov. Yap said.

The two projects were funded by the provincial government of Tarlac

Villa Agustin, for his part said that the two projects are part of the numerous projects that the provincial government is implementing.

“Ang pagpapagawa po ng naturang barangay hall at covered court ay bahagi pa rin po ng maraming proyektong hatid sa ating lahat ng Provincial Government of Tarlac. Malaki po ang maitutulong ng mga nasabing proyekto upang mas mapabilis po ang paghahatid ng serbisyo sa barangay tungo sa ating mga kababayan. Patuloy pa rin po tayo sa pagtahak tungo sa Maunlad na Victoria,” Villa Agustin said.

Gov. Yap Graces Dialysis Center Inauguration

GOVERNOR Susan Yap graced the inauguration and blessing of the newest dialysis center in Tarlac province, Our Lady of Remedies located at the JMTalon Diagnostic Center, Tarlac city last August 10.

Gov. Yap, who together with Board of Directors Secretary of the dialysis and diagnostic centers Atty. Leandro Rodel Atienza, led the cutting of the ribbon while Tarlac Bishop Most Reverend Enrique Macaraeg officiated the blessing.

In her message, Gov. Yap praised the Talon family for their generations of providing health care to Tarlaqueños. She also made mention of the growing population of the province.

“To the Talon family who for generations, ay nagbibigay ng tugon at pansin sa kalusugan ng ating mga kababayan dito sa Tarlac…well done, bravo. We have come a long way and our population has doubled in 30 to 35 years pero di sumusunod po ang pangangailangan sa kalusugan,” she said adding that, “it saddens me to hear that so much numbers of people would have to undergo dialysis in some point in their lives.”

Gov. Yap is likewise hoping that the doctors of the diagnostic center would be able to become more innovative in finding solutions to prolong the life of a person undergoing dialysis and said that the provincial government is willing to support any undertaking to save lives.

The Our Lady of Remedies Dialysis Center is utilizing state of the art dialysis machines and procedures, manned by competent nephrologists and medical personnel.

All treatments and procedures required for dialysis patients can now be availed under one roof.  JM Talon diagnostic center can provide all laboratory and imaging procedures for patients requiring tests procedures prior to dialysis treatments.

PGT Holds ELA in Manila

THE Provincial Government of Tarlac (PGT), together with the Department of the Interior and Local Government (DILG) conducted the 2022-2055 Executive-Legislative Agenda (ELA) planning and workshop at the Conrad Hotel in Pasay, Manila last August 2 to 4.

Attended by PGT department, program and project heads led by Governor Susan Yap, Sangguniang Panlalawigan (SP) officials headed by Vice Governor and Presiding Officer Carlito “Casada” David and the provincial DILG led by Provincial Director Armi Bactad, the three-day ELA laid-down the three-year programs that will be the unifying document corresponding to the term of local elective officials that is developed and mutually agreed upon by both the executive and legislative departments of the provincial government.

DILG officials led the ELA orientation and discussed the province’ governance assessment report.

In Gov. Yap’s message, she reminded everyone of the State of the Nation Address of President Ferdinand Marcos Jr.

“Yung sa SONA ni President BongBong Marcos, it is one of the most comprehensive State of the Nation Address that he wants to steer our country, so whatever laws that the national [government] passes, it’s useless if us in the LGU does not cooperate…because bottom line, tayo po sa LGU ang nagpapatupad ng lahat ng national policies,” she said.

The governor made mention of the meeting of the League of Governors.

“Like last week, we had a league of governors meeting and we raised a lot of issues concerning LGUs. One, maybe premature to say, but the good news is, probably the suspension of the devolution. So, we created a committee to work with the DILG, DBM and DOF to suspend muna yung transition probably another three years,” Gov. Yap said.

She was quick to say though that the announcement is premature but added, “the doors are open already for that discussion.”

Likewise gracing the Tarlac ELA were Senators Sherwin Gatchalian and JV Ejercito who both shared their respective government platforms. Gatchalian and Ejercito are former local chief executives of Valenzuela City and San Juan City.

Investment and Promotion

Gov. Yap said that in the local front, the province’ concentration is on investment and promoting Tarlac.

“Sa local naman po, ang ating concentration is investment and in promoting Tarlac because we have seen that in the next year, 15-percent ang budget cut natin…so lahat ng programa ay papasok sa 15-percent cut,” she said adding, “We have been working hard in the past months in promoting Tarlac as an investment haven and the province will benefit from this economically.”

Gov. Yap also said that the SGLG (Seal of Good Local Governance) award is important as it is a reflection on how Tarlac is doing good in all aspect.

Vice Governor David for his part said that the SP will work hand-in-hand with the executive department to ensure Tarlac’s progress.

“A vibrant legislature that works in synergy with the executive and articulating the will and aspirations of Tarlaqueños through legislation is our goal at the provincial board,” he pointed-out.

Each department, program and project offices submitted their respective ELA outputs.

Activities during the ELA were the Orientation and DILG presentation of the province’ governance assessment report, the governor’s direction-setting, workshop and the presentation by the department, programs and project heads to the governor and the provincial board.

Governor Susan Yap Presides PDRRMC Response Cluster Amidst Preparations For #KardingPH

Presided by the Honorable Governor and PDRRMC Chairperson Susan A. Yap, the PDRRMC Response Cluster was convened this morning to ensure that necessary preparedness and response measures are in place in anticipation of the effect of STY Karding in the province of Tarlac.

Annyeonghaseyo! PGT Signs Memorandum Of Understanding With Daejin University

To further strengthen ties and promote each other’s cultures, an educational contingent from South Korea recently visited our province.

Delegates from the Daejin University of South Korea spent three days in Tarlac visiting various educational institutions to look for various courses where students could possibly engage in exchange student programs.

Leading the Daejin University delegation was President Leem, Youngmoon, Director Lee, Myeong Woo, Team Leader Park,  Jun Yong, Director for International Affairs Kwon, Ho, and Relations Manager Lim, Kyung Nam. The delegation was also joined by Korean investors, Shin Hyup Bank President Shin, Dong Moon, Khan Group Chairman Kim, Hyuk and Khan Group Vice Chairman Hu, Mi Ae.

Their first destination was at the Tarlac Agricultural University (TAU) where they were met by TAU President Dr. Max Guillermo. The Korean delegation visited also Tarlac State University’s new president Dr. Arnold Velasco and the TSU Lucinda campus. The delegation then visited the PGT’s Tarlac Center for Learning and Skills Success (TCLASS) and were hosted by Ms. Maria Lira Reyes and Ms. Mylene Estaquio.

Tarlac Montessori School was the site for the program led by School Directress Dr. Elizabeth Asiaten and 2nd District Board Member Danilo Asiaten. The afternoon was spent to visit tourism destinations such as the Monasterio De Tarlac, Mudita Glamping Resort and the Jose V. Sports and Recreational Complex. In the evening the group was treated to a dinner by Gov. Susan A. Yap.
