Major General Fernando Felipe Commander of the Philippine Army Reserve Command and Lieutenant General Ernesto Torres Jr., the Commander of the Northern Luzon Command led the ceremony that also saw the commissioning of Nueva Ecija Vice Governor Emmanuel Antonio Umali as Major to the Army reserve force.
