‘CLGCFI to Embark On Trade Missions Abroad’—Gov. Susan

TARLAC Governor Susan Yap said that the Central Luzon Growth Corridor Foundation, Inc. (CLGCFI) will embark in trade missions and exchanges in South Korea in the coming months aimed at fostering better trade relations.

The CLGCFI is a foundation founded by the governors of Central Luzon. Gov. Yap is the current president of the foundation.

“I pushed for trade missions and exchanges not only locally, but also internationally. So, this coming November, I am taking all the governors of Central Luzon to South Korea for a trade mission, to check-out smart cities, how we can help our SMEs [small and medium enterprises] and we will be meeting with a group of importers,” she said.

Gov. Yap, who was the guest at the Capampangan in Media, Inc.’s Balitaan in Clark Field, Pampanga said that she already had an initial talk with the Philippine Ambassador to South Korea.

“I already had initial talks with Ambassador Theresa Dizon-de Vega regarding our trip. Our League of Provinces Chairman Dax Cua and President Jun Tamayo also requested me to facilitate a trade mission trip to South Korea focused on food security and agricultural exchanges,” Gov. Yap said who is likewise the vice president of the League of Provinces of the Philippines.

She also revealed that she started discussions with Japanese Ambassador to the Philippines Kazuhiko Koshikawa for a possible trade mission to Japan.

“Why are we doing this, is because, as it is, next year, our budgets will drop by at least 15%. For Tarlac, that means more than P450-million slashed from our budget. So we have to be creative on our ways on how we can generate revenues and continue the growth and recovery from the pandemic,” she said.

Population of Japan and South Korea

Gov. Yap made mention of the declining population of Japan and South Korea and the Philippines should take advantage of it.

“As you know, Korea and Japan, their population is on the decline. Yung laki ng population ng Pilipinas is still going up is both an asset and a problem. An asset because we have skilled workers, that is why kami po sa Tarlac we invest in getting our workers trained and skilled para employment able kaagad. A problem because there are more to feed,” she pointed-out.

She said, because of the population of the country, there are demands for workers in these aging countries for skilled workers.

PGT Gets 84.51% Rating for DILG’s LCPC

THE Department of the Interior and Local Government (DILG) Region III commended and thanked the Provincial Government of Tarlac in a letter sent to Governor Susan Yap through DILG Provincial Director Armi Bactad, September 5.

The commendation refers to the result of the conducted Local Council for Protection of Children (LCPC) Regional Assessment made on August 15 by the Inter-Agency Monitoring Task Force (IAMTF) of DILG Region III where the province of Tarlac garnered a total weighted rating of 84.51% that translate to a functionality assessment of Ideal.

The LCPC is a council organized at the provincial, city, municipal and barangay levels that serves as the umbrella organization for all children’s concerns. It is a council fully harnessed to be an efficient and effective advocate of child’s rights that implements all children’s programs at the local levels.

The DILG facilitates and provides Technical Assistance in the organization of LCPC and spearheads the monitoring the functionality of LCPCs at all levels (DILG MCs 2002-121 and 2005-7)

The scores garnered by the province were computed based on the uploaded documents of the provincial LCPC.

Tarlac gained a final score of 9.71% under the Organization category (a raw score of 17), 28.80% under Policies and Plans for Children (a raw score of 48), 16.00% under the Budget for PCPC and 30% under the Service Delivery Monitoring and Management for Children.

The commendation letter was signed by DILG Regional Director Karl Caesar Rimando.

Retirees, Best Offices Cited by PGT During CSC Month Celeb

IN commemoration of the 122nd Civil Service Commission (CSC) anniversary, the Provincial Government of Tarlac (PGT) gave recognition to the capitol’s best organizational units and honored retirees in a ceremony held at the Bulwagan ng mga Gubernador last September 9.

Employees reaching the compulsory retirement age of 65 and has rendered at least 15 years of satisfactory government service were each given a plaque of recognition and cash gift ditto with the best organizational units.

In Governor Susan Yap’s message, she said that she is one with all government employees in celebrating the Civil Service month.

“I am one with you in celebrating the Civil Service month celebration kung saan natin binibigyan ng pansin at parangal ang lahat po ng nagsisilbi at kawani ng ating pamahalaan. Maraming, maraming salamat po sa inyo sa patuloy na maganda at mahirap na trabaho na ginagampanan nating lahat,” she said.

Gov. Yap said, as provincial government employees, each carry the badge of honor in working for the capitol.

“As I have always said, each one of us is a part of an institution and I hope that you were proud working for the provincial government of Tarlac and not only from 8:00 am to 5:00 pm do you carry the badge and the honor of working for this institution but in the 24/7, 365 days, even in the 20, 10, 30 years that you have been working for, you are a symbol and carry the banner at mukha ng ating probinsiya,” the governor pointed-out.

She likewise thanked all those retiring for their services rendered to the people of Tarlac and congratulated the departments that won this year’s “Pinakamahusay na Organisasyon award.”

Provincial Cooperative and Enterprise Development Officer and concurrent acting Provincial Human Resource Management Officer Marvi dela Cruz, Provincial Administrator Roberto Ventura and Board Member Harmes Sembrano also gave their respective messages.

“Salamat, Mabuhay” awardees are retirees Elizabeth Inalvez of the Provincial Information Office who served for 39 years, Nestor Ocampo of the Provincial Planning and Development Office (34 years), Jesus Lacamento Jr. of the Civil Security Unit (31 years), Emilia Peralta of the Gilberto O. Teodoro Memorial Hospital (30 years), Eduardo de Guzman of the Office of the Provincial Agriculturist (20 years) and Estrella Nolasco (35 years) Antonieta de Pano (25 years) and Elvira Ledesma (25 years) of the Tarlac Provincial Hospital.

The Provincial Health Office headed by Dr. Jeannette Lazatin and Provincial Epidemiologist Cecille Zuasula were named best organizational unit. Concepcion District Hospital led by Dr. Teresa Sablan placed second while the Provincial Budget Office headed by Provincial Budget Officer Noel de Guzman placed third.

“I hope that for the all the years you’ve worked for the provincial government of Tarlac has made you proudâ€Ķlet’s create an atmosphere of dignity, of discipline and we will strive. Happy Civil Service month to all of us, I am very proud to be working with each one. You have proven that Tarlac talaga has gone to great lengths during my administration I have just two more years left, we hope to achieve more and this is the time for us to really shine as a province,” Gov. Yap concluded.

DILG, Partners Plant 300 Tree Seedlings at New Clark City River Park

NEW CLARK CITY (PIA) — About 300 seedlings of native trees, particularly narra and banaba, were planted at New Clark City (NCC) River Park.

This is part of the “Buhayin ang Pangangalaga sa Kalikasan” nationwide simultaneous tree planting activity of Department of the Interior and Local Government (DILG), Department of Environment and Natural Resources (DENR), and Department of Agriculture in collaboration with other national government agencies and local government units.

DENR Regional Executive Director Paquito Moreno Jr. underscored that the activity embodies commitment and dedication of leaving a good legacy by restoring and conserving the environment, especially the 942,387 hectares covering Central Luzon’s forestlands.

“We see how lucky most of us are here in Central Luzon for having mountain ranges surrounding the region like the great Sierra Madre which provides shelter and protection from typhoons. It just shows that truly, our lives and progress are tied with our care for the environment and this what makes this activity so important and crucial,” he said.

He also thanked the participants for aiding the government’s mission of planting trees, and pledged this would turn to a fully-becoming tree growing effort.

In addition, Moreno stressed that trees planted reflect everybody’s commitment in sustaining the ecological health not only of NCC, but also Central Luzon’s ecological wealth.

“NCC aims to be the future of green living, blending modern design and planning with the concern for nature and the environment. Cities such as this are very important in ensuring the future of the earth and its species. We are proud from the DENR to be part of this undertaking since its inception,” he stated.

The official added that the activity began on fate and with hope, the region’s valuable foundation in this time of its resurgence from the downtrends brought about by the COVID-19 pandemic.

Meanwhile, DILG Regional Director Karl Caesar Rimando emphasized the importance of the participation of local chief executives (LCEs) in the activity as taking care of the nature, environment, and agriculture is part of their responsibility.

“We should know that our environment is our main debt to our future. I hope that this activity will not start and stop today, and that we will continue to help each other in planting for a green Philippines,” he said. 

The official also urged LCEs to strengthen the initiatives on taking care of the environment in their respective provinces, towns, cities and barangays.

THE League of Municipalities of the Philippines (LMP)-Tarlac Chapter took their oath of office before Governor Susan Yap in a ceremony held on September 2 at the Fortune Seafood Restaurant, Tarlac City.

Taking their oaths were Moncada Mayor Estelita “Lita” Aquino, who was voted as Tarlac league president for the fifth time, Vice President for Operations-Mayor Noel Villanueva of Concepcion, Vice President for External Affairs-Mayor Eloy Eclar of Gerona, Vice President for Internal Affairs-Mayor Elma Macadamia of San Clemente, Vice President for Special Concerns-Mayor Donya Cresencia Tesoro of San Manuel, Secretary-Mayor Nora Modomo of Sta. Ignacia, Treasurer-Mayor Alice Leal Guo of Bamban, Auditor-Mayor Erlon Agustin of Camiling and Business Manager-Mayor Leonardo “Max” Roxas of Paniqui.

League Board of Directors Mayors Gian Pierre “Jappy” de Dios of Anao, Roseller “Boots” Rodriguez of Capas, Venustiano “Venus” Jordan of La Paz, Iluminado “Jun” Pobre of Mayantoc, Freddie Domingo of Pura, Celso Banag of Ramos, Romeo Capitulo and Rex Villa Agustin of Victoria likewise took their oath before Gov. Yap.

Aquino, who is on her last term of office will serve as president for the third consecutive term. She was likewise the league president from 2001 to 2007. All officers will serve from 2022-2025.

Tarlac province has 17 municipalities.

Tarlac first district Representative Jaime Cojuangco and second district Representative Christian Tell Yap and Board Member Joy Gilbert Lamorena also attended the oath taking ceremony.

11 Tarlac LGUs Undergo 2022 National SGLG Validation

TARLAC’S lone city and 10 other municipalities underwent the 2022 Seal of Good Local Governance (SGLG) national validation from August 31 to September 2.

Validators from the national government came to meet with local officials of Victoria, Paniqui, Pura, Moncada, Gerona, San Clemente, Tarlac City, Sta. Ignacia, Capas, Camiling and Bamban to personally authenticate the two municipality’s good financial housekeeping; disaster preparedness; social protection for the basic sector; business-friendliness and competitiveness; environmental management; and law and order and public safety.

Personnel from the Department of the Interior and Local Government (DILG) Central Office Bureau of Local Government Supervision (BLGS)–where the SGLG is lodged, took the lead in the series of assessments.

During her visits, DILG Tarlac Provincial Director Armi Bactad stressed the importance of the SGLG as it effectively promotes not only compliance of LGUs to the provisions of the Local Government Code, but it also ensures that the needs of the people are satisfied.

The national validation is part of the process of selecting SGLG awardees enshrined in Republic Act 11292 or the SGLG Law. It primarily aims to ensure the quality and accuracy of the LGU’s documents and facilities presented during the recent SGLG Regional Assessment conducted on the month of April to May 2022.

In Bamban Mayor Alice Guo’s social media post, she said that she is thankful of the opportunity to meet the national validators and the team from the provincial DILG.

“Tayo po ay masaya at nabigyan po tayo ng pagkakataon na makaharap ang ating mga national validators at ang provincial DILG na pinangungunahan ni Provincial Director Armi V. Bactad. Maraming salamat po sa inyong pagbisita,” Guo said.

She also made-mention of the efforts of the Sangguniang Bayan and the department heads of the local government of Bamban.

“Sa aking Vice Mayor Ding Anunciacion at sa lahat ng SB Members also to our department heads, Bamban MPS that prepared for this validation, thank you po for all the efforts kahit 3 days lang ang nabigay sa atin, we still managed to pull it through. Dahil kapag sama-sama, kayang-kaya tungo sa pag asenso,” she said adding that, “Ito po ang kauna-unahang pagkakaton na napabilang ang bayan ng Bamban sa mga LGUs na ini-idolo lang natin, na nakapasa sa regional level of validation or deemed as ‘potential passers’ of the Seal.

SGLG is DILG’s most prestigious award given to a Local Government Units (LGUs) that exhibited exemplary and innovative local governance practices. Now on its third run, it aims to inculcate good local governance among LGUs and give recognition for those which consistently strive to upscale services extended to their constituents

“Ang Pamahalaang Bayan ng Camiling ay muling sumailalim sa Pambansang Pagtatasa ng 2022 SGLG. Sinusukat ng pagtatasang ito ang kahusayan at katapatan sa serbisyo at pamamahala ng mga natatanging Pamahalaang Lokal na umabot sa pambansang antas” Camiling Mayor Erlon Agustin pointed-out.

He added, “Magugunita na ang ating LGU ay palagiang pumapasa sa SGLG nitong mga nakaraang taon. Sinasalamin nito ang ating integridad at mahusay na pagganap sa mga tungkulin na naiatas sa atin. Asahan po ninyo na tuloy-tuloy ang pagsisikap ng Pamahalaang Bayan upang maihatid sa hapag ng bawat CamileÃąo ang nararapat na uri at antas ng serbisyo at paglilikod-bayan.”

Capas Mayor Roseller “Boots” Rodriguez, for his part, commended the officers and employees of the municipality of Capas.

“Hats off to the hardworking officers and employees of the Municipal Government of Capas, Vice-Mayor Alex Espinosa, together with the Sangguniang Bayan Members and LGU Department Heads for your valuable contributions to the success of the recently concluded National Validation of Seal of Good Local Governance 2022. Sa Gobyernong tapat, Capas ang aangat,” Rodriguez said.

The results of the assessment will be presented to the Council of Good Local Governance who will come up with the final list of awardees.

Earlier, the provincial government of Tarlac likewise undergo a national SGLG validation.

Gov. Yap Clears Quarry Operation Issues in Capas

TARLAC Governor Susan Yap, in an interview over CLTV 36 last September 5, has called for solutions to the issues hounding the quarry operations in Capas town.

She said that quarry operations in the Capas area was suspended for more than two months and was just lifted last August 16.

“I want to put this on record, that the quarry operation in Capas area was suspended for more than two months, and I just removed it August 16, and a few of them lang that were allowed by EMB (Environmental Management Group),” she said.

Gov. Yap said that when Capas Mayor Roseller Rodriguez went to her office, she called on provincial government engineers to assess.

“Nung sila Mayor Boots came to my office, I said let’s assess, so I called my engineers to go quickly at ang sabi nila sa akin mga 500 meters are re blocking â€Ķbut because of heavy rains this past few days, it created the toll to the road. So I think now what needs to be done is about one-kilometer long, however my engineers said that there are some issues kasi makitid yung kalye na maiayos pa,” Gov. Yap pointed-out

The governor likewise said that she coordinated with the DPWH and the provincial engineers to establish weighing scales on strategic places to prevent erring truckers to comply with weight requirements.

CLTV 36 host Jenifer Salenga asked Gov. Yap if the quarry trucks are the main reason for the deterioration of Capas roads in which she answered, “That’s one, but I think talaga namang the roads are luma na [and] it really takes a toll.”

Gov. Yap said that she ordered the DPWH to operate the weighing scale in Capas and add some more in other areas.

“There’s a weighing scale sa Capas, apparently DPWH has not operated it so I instructed them to immediately operate at magdagdag pa in other areas. When we stop operation in Capas, nanggagaling pa ang ibang trucker sa ibang neighboring provinces like Pangasinan, Nueva Ecija kasi nga it’s needed for development at na dedelay yung mga projects because of lack of materials. So to correct this we have to probably find another viable route para hindi na i-strain ang isang kalye and really enforce anti-overloading,” Gov. Yap said.

She said that when she suspended quarry operations for two months, the price for quarry materials went up.

“These are materials needed to construct and in fact when I suspended it for two months, really tumataas ang presyo, when you try to control the supply, syempre tumataas ang presyo, that’s why I renewed and allowed some quarry operators to operate last August 16.  But in this case, the community is already complaining because nasisira yung kalye nila we will rectify and look for another kalye, we cannot completely stop, papano yung mga kalye na hinihingi nila, it needs sand, just make sure na ini-impound yung overloaded trucks,” Gov. Yap concluded.

Tarlac Environmental Champs Named

THE Provincial Government of Tarlac (PGT), through the Provincial Environment and Natural Resources Office (PENRO), in its initiative to encourage local government units to come up with innovations in the field of environmental protection, named six Local Government Units (LGUs) as environmental champions in a ceremony held at the Tarlac Capitol Center Convention Hall on September 6.

Named municipal winners are Moncada (for first class municipality), Victoria (for 2nd to 3rd class) and Anao (for 4th to 5th class) while in the barangay level, Carabaoan and Sta. Monica in Moncada were named first and second place respectively with Cabaruan in Sta. Ignacia placed third.

In Governor Susan Yap’s message, she encouraged everyone to envision having a sustainable environment that could aid the province’s economy as it plays an important role in sustaining life.

Department of the Interior and Local Government (DILG) Tarlac Provincial Office led by Director Armi Bactad extended its warmest congratulations to the following municipalities and barangays that meet the criteria for this year’s Clean and Green Project.

The Search for Environmental Champions of the Provincial Government of Tarlac aims to promote a green environment and to establish practical but efficient and sustainable solid waste management schemes in the community.

GSY Basketball Tournament Underway

THE 5th Governor Susan A. Yap Inter-Department Basketball Tournament got underway last August 30 at the Tarlac State University Gymnasium with Governor Susan Yap making the ceremonial toss of the game between the Provincial Information Office-Civil Security Unit (PIO-CSU) basketball team and the Provincial Administrator’s Office (PA) team.

The basketball tournament is part of the participation of the Provincial Government of Tarlac to the 122nd founding anniversary of the Civil Service Commission. The entire month of September is commemorated as the “Civil Service Month.”

In Gov. Yap’s message, she said that the purpose of the basketball tournament is to foster camaraderie among employees.

“Maganda ang turn-out sa tournament na ito. We are here today to foster camaraderie and sportsmanship among employees. Play your best at sana walang magkakasakitan at pikunan.,” Gov. Yap said.

She likewise urged employees to watch the games and cheer for their teams.

“Suportahan ninyo ang mga teams ninyo para maging masaya ang ating tournament,” she said.

There are 10 participating departments in this year’s tournament. Aside from the PIO-CSU and PA teams, the Provincial Veterinary Office (Vet), Provincial Governor’s Office (PGO), Provincial Equipment Pool Office (PEPO), Provincial Engineer’s Office (PEO), Provincial General Services Office (PGSO), Vice Governor’s Office (VG), Provincial Composite Task Force (Task Force) and the Tarlac Provincial Jail (Jailers) are likewise included in the basketball tournament.

Board Members Harmes Sembrano and Christine Dizon also delivered their inspirational messages.

Others who were present during the opening ceremony were Board Member Joy Gilbert Lamorena, Gerona Councilor Holden Sembrano and some capitol department heads.

The mascot of the Philippine Basketball Association team Converge Fiber Xers paraded with the PIO-CSU team as Converge is one of the major sponsors of the team.

In the first games played on August 29, the PGO team defeated the Task Force team 82 to 52, PGSO won over Vet 59 to 52 while the VG office edged PEO, 46 to 44.

PIO-CSU bludgeoned PA by 34 points, 39 to 73

The basketball tournament will last until September 28.
